Best ADGM law firm in Dubai: That depends on what you are doing in ADGM. Getting an FSRA licence for an asset manager is a different job from defending a claim in the ADGM Courts, so choose the firm with a track record in that specific area.

This list is editorially researched. No single metric — an award, a review score or a firm's own marketing — determines inclusion. Every firm is assessed against the same nine criteria below, each weighted according to how much it matters to businesses and financial institutions choosing ADGM counsel in Dubai.
To help founders, fund managers, financial institutions and family offices find firms that work in ADGM regularly and understand its English common-law framework and regulators.
We rely primarily on verifiable professional sources: law-firm and lawyer biographies, professional directories, regulatory and licensing information where applicable, reported cases and transactions, reputable legal publications, professional awards, conference profiles and other credible public sources.
We evaluate:
We assess whether the firm has a clearly demonstrated ADGM specialisation, typically covering:
Demonstrable expertise in a defined field carries more weight than a firm claiming to handle everything.

Where publicly available, we assess:
We do not repeat unverifiable claims such as “won hundreds of cases” unless a credible source supports them.
We consider reputable third-party recognition such as:
Awards alone never determine a ranking.
We look for signals such as:
Where credible information exists, we consider:
Online reviews are treated cautiously because they can be manipulated.
ADGM was built for international business, and most of its users have shareholders, funds or assets outside the UAE. We consider:
Where reasonably possible, we verify:
There's no single answer. Some firms are known for FSRA regulatory work and funds, others for corporate structuring or for disputes in the ADGM Courts. Look for a firm that has recently done the kind of work you need inside ADGM, ideally with lawyers who deal with the FSRA or the Registration Authority every week.
Plenty of Dubai-based groups use ADGM entities for holding companies, SPVs, funds or regulated financial activities because ADGM applies English common law directly and has an independent court. A firm that knows ADGM can help you decide whether ADGM, the DIFC or a mainland structure suits you better, and then set it up correctly.
Incorporations of simple holding companies or SPVs are often quoted at a fixed fee, while FSRA licence applications and ongoing regulatory advice are usually billed by the hour or as a project fee. ADGM's own registration and licence fees are separate. Ask for a written quote that splits legal fees from government fees.
Not always for a basic company, but it is wise for anything regulated or structurally complex. An FSRA application involves business plans, compliance manuals and controller checks that the regulator reviews closely, and a poorly prepared application slows everything down. For SPVs and holding structures, a lawyer can make sure the documents work with your financing and tax plans.
ADGM has its own legal system. The Application of English Law Regulations 2015 apply English common law directly, companies are governed by the ADGM Companies Regulations 2020, and financial services by the Financial Services and Markets Regulations 2015, supervised by the FSRA. ADGM also has its own employment, data protection and insolvency regulations. UAE federal criminal law and anti-money laundering law, now Federal Decree-Law No. 10 of 2025, still apply.
They are, as licensed legal consultants. That lets them advise clients, draft documents and run negotiations, and, once registered, appear before the DIFC Courts. What they generally cannot do is plead before the onshore Dubai Courts, which is reserved for UAE-national advocates. In practice, a lot of matters are handled by mixed teams of foreign consultants and local advocates.
Ask the firm for its licence number and the lawyer's registration details, then check them with the right authority: the Dubai Legal Affairs Department for firms and consultants licensed in Dubai, the UAE Ministry of Justice for advocates, or the DIFC Courts' Register of Practitioners for DIFC work. It also helps to compare the lawyer's profile on the firm's own website with independent directories such as Chambers and Partners or Legal 500.
Large international firms are strong on funds, banking and complex regulatory work and are used to dealing with global investors. Specialist boutiques often move faster and cost less for company set-up, routine FSRA compliance or smaller fund launches. The deciding factor should be how often the actual team handles ADGM matters like yours.
Ask whether ADGM is really the best jurisdiction for your plans, what licence category or entity type they recommend and why, how long FSRA approval has taken for similar clients, and what ongoing compliance you will have to maintain. Get a split of legal fees and ADGM fees, and ask who your main contact will be.
No. Rights of audience depend on the lawyer's licence and nationality, and the UAE runs several court systems side by side: federal courts, the local courts of Dubai, Abu Dhabi and Ras Al Khaimah, and the common-law DIFC and ADGM Courts. A lawyer who can appear in one may not be able to appear in another, so ask the question directly before you instruct anyone for litigation.
Picking an ADGM lawyer is mostly about finding people who work inside that framework every day. Use this list to shortlist firms, check their recent ADGM and FSRA experience, and compare how clearly they explain the options before you commit.
